Top Street Performance (TSP) is committed to providing high-performance automotive parts while ensuring compliance with federal and state emissions regulations. Certain aftermarket products may affect vehicle emissions and are subject to legal restrictions.

Federal Emissions Compliance (EPA Regulations)

Under the Clean Air Act (CAA), it is unlawful to modify or remove factory-installed emissions control devices on emissions-controlled vehicles used on public roads. TSP offers both emissions-compliant products and race-use-only components. It is the customer’s responsibility to verify compliance before purchase and installation.

California & CARB Compliance

The California Air Resources Board (CARB) enforces strict emissions regulations. Products that meet CARB standards have been issued an Executive Order (EO) number, making them legal for sale and use in all 50 states. If a product is not CARB-certified, it cannot be used on emissions-controlled vehicles in California or other CARB-adopting states.

  • Colorado (CO)
  • New York (NY)
  • Other states that may adopt CARB regulations

Product-Specific Emissions Labels

Each TSP product falls into one of the following categories:

  1. 50-State Legal (CARB-Certified) – Approved for use in all 50 states; includes an EO number.
  2. 49-State Legal (EPA-Compliant, Not CARB-Certified) – Cannot be used in California or CARB states.
  3. Race or Off-Road Use Only – Not legal for use on public highways; for racing or off-road vehicles only.

Products marked "Race Use Only" are intended exclusively for vehicles used in sanctioned competition events.

Customer Responsibility

  • It is the buyer’s responsibility to check local, state, and federal emissions laws before purchasing and installing aftermarket parts.
  • TSP will not be liable for any fines, penalties, or legal consequences resulting from improper use of non-compliant parts.
  • Customers in CARB-regulated states must ensure they are purchasing a CARB-certified product if they intend to use it on public roads.

Restricted Sales & Shipping Policies

Due to emissions regulations, TSP does not ship non-CARB-compliant products to California or other CARB-adopting states. Orders placed from restricted locations may be canceled or refunded at our discretion.
